Pay raises for USPS Management

According to Postal Regulatory Commission Reports, those receiving Executive Level 1 & 2 Pay Increased by 33% since March, 2009. On January 20, 2014, the USPS made a statement on the increase in headquarters staffing levels.
According to PRC Reports, In March 2009, there was 1 USPS Headquarters Executive Level Employee for every 1112 employees. As of December, 2013 there was 1 USPS Headquarters Executive Level Employee for every 639 employees.
The questions that remain to be answered are:
Why are there so many USPS employees receiving Executive Level Pay for the amount of current career USPS employees? Why does the number of those receiving Executive Level Pay continue to rise while the career workforce continues to decrease?
